I can almost guess that it's not reading the disc. Either the lens is messed up or the motor won't spin. I have the same problem... with one of those, I can't remember which. On that note, good luck!

well...what would you say if i tell you that the console doesn't even turn on? (with some luck, it turns on the access light and remains steady..all the time, even if i unplug the sega cd from the DC adapter o.O) the laser shows life signs (is turned on, u can watch the red light coming from the lens...

but the console doesn't even show the sega-cd title screen (oh, it's model 2 BTW)
